Finding out someone cloned your OC's design after you put a lot of effort into the process of creating the OC is never fun. Especially an OC that's representative of something. You didn't give permission to use/clone/trace the character so any artist in your position would feel upset. I'm just sorry I don't know what you should say to the other person in this situation.
